How Quality Takes Shape Before Construction Begins

After more than two decades in project delivery and quality assurance, Peter Billimoria has concluded that consistently good outcomes depend on far more than compliance. They emerge from the way projects establish expectations, organise relationships and exercise leadership from the outset.

When construction professionals discuss quality, attention tends to settle on standards, inspections, certification and the management of defects. Each is essential, although none provides a complete explanation for why some project teams deliver consistently strong outcomes while others struggle despite operating under similar systems.

Peter Billimoria, Group Quality Assurance Manager at ICON Group in Australia, believes the difference is often found in the working culture surrounding those systems.

Billimoria oversees quality arrangements across a business operating throughout Australia, New Zealand and the Pacific. His perspective has developed over more than two decades in construction, including direct project delivery across residential, commercial, healthcare, security and government sectors.

For him, quality is influenced by the way expectations are established, the extent to which people understand their responsibilities and whether project teams have the confidence and authority to address issues before they become embedded.

“How we lead quality,” he says, “how we establish quality on our projects and how we empower our people to try to get it right first time, every time” matters as much as the formal management arrangements behind it.

This view emerged gradually through the practical experience of delivering complex work, reflecting on difficult projects and observing the characteristics shared by teams that performed particularly well.

A Career Whose Direction Became Clearer With Time

Billimoria describes his entry into construction as relatively conventional. He studied Construction Management at RMIT University in Melbourne, then progressed through graduate and project coordination roles into project management.

There is a degree of symmetry in where his career eventually led.

“My undergraduate thesis was actually done on the effectiveness of quality assurance in construction. If you’d said to me 20 years ago, ‘Peter, you’ll be the Group Quality Assurance Manager of a large business,’ I wouldn’t have agreed with you.”

At the time, quality assurance was an academic subject rather than an intended destination. Only in retrospect did a consistent set of interests become visible.

“It’s interesting how these underlying passions draw you towards things. Maybe not straight away earlier in your career, but eventually you tend to gravitate towards them.”

Those interests included technical quality, collaborative delivery and the conditions that allow project teams to perform well. His move into quality assurance therefore represented less of a departure from project management than a broader application of the concerns that had already shaped his work.

Why Successful Projects Have A Distinctive Atmosphere

When experienced professionals recall the best projects of their careers, they often describe more than the building, programme or commercial result. They remember the atmosphere within the team.

Billimoria has heard people describe successful projects as “electric”.

“I bounced out of bed in the morning and I couldn’t wait to get into site.”

The recollection is striking because it refers to the emotional experience of delivery rather than any formal performance measure. People felt involved, useful and confident that the team around them was capable of resolving problems.

Troubled projects produce a contrasting response.

“The alarm clock went off and I just looked at it. I didn’t actually get out of bed. I just looked at it and thought, ‘Do I want to get out of bed today? What is the day going to bring me today?’”

These accounts suggest that project performance and team experience are closely related. Persistent ambiguity, conflict and unmanaged pressure affect morale and wellbeing. They also influence communication, decision-making and people’s willingness to address emerging problems.

A project can remain technically compliant while exhausting the people delivering it. Equally, a positive atmosphere cannot compensate indefinitely for poor planning or weak controls. The strongest projects tend to combine sound technical systems with relationships that support their effective use.

Trust Begins During Project Formation

One lesson has remained central throughout Billimoria’s career as a project manager: the conditions for successful delivery are established well before physical work begins.

Early engagement is partly concerned with communicating expectations. It also requires the principal contractor to understand what consultants and subcontractors need if they are to perform well.

“I think it’s forming a relationship early and building trust in the relationship,” he explains.

Trust in this context is practical. It develops when expectations are credible, information is available, interfaces are understood and commitments are honoured.

Billimoria places particular emphasis on trade sequencing and the way different packages of work interact.

“The best thing we can do for any subcontractor is get them in and out on time with no fuss or no significant issues.”

Achieving that apparently straightforward outcome requires considerable preparation. Design information must be sufficiently developed. Preceding work must be complete. Access, logistics and temporary arrangements need to support the planned sequence. Decisions must be made at the point they are required.

Where those conditions are absent, subcontractors absorb disruption, productivity declines and relationships become increasingly contractual.

The importance of early collaboration becomes greater when projects contain unfamiliar or unprecedented elements. In those circumstances, nobody holds all the necessary knowledge. Effective planning depends on combining the experience of designers, contractors, specialists and those who will undertake the work.

Trust does not remove uncertainty, although it makes uncertainty easier to manage collectively.

Understanding How Clients Define Success

Billimoria applies the same principle to client relationships. Project teams can too readily assume that the client’s priorities are already understood because a scope, specification or contract has been agreed.

In practice, formal requirements may represent only part of the client’s definition of success.

“What are their drivers? What are they going to measure you on?”

For government departments, healthcare providers, defence organisations and other institutional clients, the physical asset may sit within a much broader set of objectives. Operational continuity, political scrutiny, stakeholder confidence, community impact and organisational reputation can all influence how delivery is judged.

A contractor may satisfy the stated technical requirements while still falling short of the client’s wider expectations. This often occurs because the measures that matter most were never discussed explicitly.

Billimoria therefore advocates early conversations that establish a shared understanding of success. Those conversations should identify formal deliverables alongside the operational and relational outcomes that will shape the client’s experience of the project.

This does not mean that every expectation can be accommodated. It does allow constraints, priorities and trade-offs to be discussed while there is still time to influence the delivery strategy.

Pursuing Defect-Free Completion

Among Billimoria’s proudest professional achievements are projects that reached practical completion without recorded defects.

He recognises the difficulty of that ambition in a sector characterised by compressed programmes, complex interfaces and the cumulative effect of thousands of individual activities.

The projects that came closest to defect-free delivery shared a sustained commitment across the team. The objective was introduced early, reinforced in subcontractor meetings and connected to day-to-day decisions throughout construction.

Its significance came from repetition and consistency. It became part of the project’s working expectations rather than a statement contained within a quality plan.

One experience remains particularly significant.

At practical completion, approximately 20 minor cosmetic items remained. The client chose not to record them as defects because of the commitment demonstrated by the team across the project.

“They said, ‘We recognise that this project team has been committed to achieving zero defects for the whole project. We have seen a commitment. It’s been blatantly obvious to us.’”

The remaining items were transferred into the warranty process, and the project was certified as defect free.

The example requires careful interpretation. The achievement did not depend on lowering the standard or ignoring incomplete work. The client’s decision reflected confidence that the team had treated the objective seriously and would close the remaining items responsibly.

For Billimoria, the wider lesson concerns leadership credibility. Ambitious objectives gain influence when leaders refer to them consistently, organise the work around them and demonstrate through their decisions that the commitment is genuine.

Moving From Project Authority To Organisational Influence

Billimoria did not originally intend to pursue a career in quality assurance.

The opportunity arose after he completed a demanding government project. A senior director approached him about succeeding the organisation’s retiring Quality Manager.

He was initially uncertain. Project management was familiar and had provided a clear professional identity. Quality assurance appeared to represent a substantially different career path.

The director proposed that he try the role for a year, with the option of returning to project management if it proved unsuitable.

That conversation altered the direction of his career.

The new position allowed Billimoria to influence performance across a portfolio of projects and regions. His focus expanded from the immediate demands of one delivery team to the systems, behaviours and recurring conditions affecting an entire business.

The move also required a different form of leadership. Project roles often carry direct authority over programme, resources and decisions. A group quality position depends more heavily on persuasion, credibility and the ability to help others reach sound conclusions.

A formal coaching qualification supported that transition.

“I think the more managers that learn how to influence people really well, the more successful they will be.”

Influence in this setting does not imply indirectness or an unwillingness to set standards. It involves understanding how people interpret an issue, what pressures shape their behaviour and how they can be supported to take ownership of the required improvement.

Listening As A Form Of Professional Judgement

One of the most significant changes in Billimoria’s leadership approach has been learning when to withhold his own view.

Earlier in his career, contributing ideas could feel like evidence of competence. With experience, he came to recognise that an intervention is useful only when it adds something the team genuinely needs.

Active listening now forms a central part of his approach. This involves more than remaining silent while another person speaks. It requires attention to what is being said, what may be left unsaid and whether the individual needs advice, challenge or simply sufficient space to develop their own reasoning.

At times, the most appropriate response is brief.

“Actually, that was excellent. Nothing to add here. This is really good. Let’s go get them.”

In other circumstances, particularly when someone explicitly requests guidance, Billimoria is prepared to offer direct advice.

The distinction rests on whether the intervention has been invited and whether it will develop the other person’s capability.

“I think it’s important to understand the difference between giving uninvited direction, which is not healthy, opposed to invited advice, where a person is saying, ‘I haven’t done this before. What are the first three things you would do?’”

Unsolicited direction can unintentionally create dependence, particularly when a manager supplies answers before the team has had an opportunity to think. Coaching creates room for people to test their judgement while retaining access to experience when it is genuinely required.

The challenge lies in judging when each approach is appropriate.

The Priorities Facing Construction

Looking ahead, Billimoria identifies several areas in which the industry will need to improve.

Construction must become more attractive to new entrants. Prefabrication and modern methods of construction require further investment. Digital technology and artificial intelligence will continue to reshape design, planning, assurance and delivery.

Given the choice of where to invest first, however, he returns to two fundamental priorities.

The first is the maturity of design before work reaches site.

Billimoria envisages a delivery model in which clients, designers, contractors and specialist subcontractors collaborate earlier, allowing technical solutions and interfaces to be developed before procurement and construction compress the available decision-making time.

Many quality problems visible on site originate much earlier. Incomplete design, unresolved coordination and late changes create conditions in which rework becomes increasingly likely.

Earlier involvement will not remove every uncertainty, particularly on complex projects. It can improve the quality of decisions and ensure that those with practical delivery knowledge contribute before key solutions become difficult or costly to alter.

His second priority is education.

Billimoria recognises the flexibility and reach of online learning, while maintaining that face-to-face development continues to provide distinctive value.

“The interaction is critical for the student,” he says, particularly where the subject requires discussion, reflection and the comparison of different professional perspectives.

Technical capability requires continued investment. Leadership, communication and judgement require the same seriousness.

The future performance of construction will depend on how effectively the industry develops both.

Quality As A Collective Outcome

A consistent theme runs through Billimoria’s career. Quality cannot be delegated wholly to a department, procedure or inspection regime.

Specialist quality functions play an important role in establishing systems, providing assurance and identifying recurring risk. The result on any individual project, however, is shaped by decisions made across design, procurement, planning, supervision and delivery.

Relationships influence whether concerns are raised early. Trust affects whether people share uncertainty. Sequencing determines whether trades can complete their work under controlled conditions. Leadership establishes whether quality remains a genuine priority when programme and commercial pressure increase.

Processes, standards and certification provide an essential framework. Their effectiveness depends on the environment in which people apply them.

Billimoria’s experience suggests that stronger projects emerge when teams establish expectations early, listen carefully to specialist knowledge and understand the pressures affecting clients, consultants and subcontractors.

This requires technical competence, although technical competence alone cannot resolve every interface or competing interest. It also requires judgement, curiosity and the ability to create working relationships in which people can contribute candidly.

By the time concrete is poured or finishes are inspected, many of the conditions governing quality have already been established.

The most consequential work often happens earlier, in the decisions, conversations and relationships that determine how the project will be delivered.
